ICT stands for Information and Communication Technology, which is a broad term covering all technologies used to handle telecommunications, broadcast media, intelligent building management systems, audiovisual processing and transmission systems, and network-based control and monitoring functions. On the other hand, ICTs refer to specific information and communication technologies like computers, smartphones, the internet, and other digital devices. So basically, ICT is the big umbrella term, while ICTs are the individual tools under that umbrella.
